Here is my 1000 point list:
HQ:
• Kor’ Sarro Khan- 150pt: Moondraken
• Librarian- 110pt: Mastery level two, space marine bike
Troops:
• Bike squad- 148pt: 3x bikers, veteran sergeant, 2x meltas, attack bike with multi-melta
• Bike squad- 150pt: 5x bikers, 2x plasmas, 1x plasma pistol
• Tactical squad- 225pt: 10x marines, flamer, missile launcher with flakk missiles, power sword, combi-melta, combat squads, mounted in a rhino
Elites:
• Vangaurd veteran squad- 125pt: 5x veterans, Jump packs, Plasma pistol
Fast Attack:
• Assault squad- 190pt: 5x assault marines, flamer

They do need to have 5 members but my melta squad has three bikers and an attack bike so that equals 5 bikes. Overall, though, what do you think?

Not sure I see the point of the Tac squad in this instance. I'd probably drop it and use the points to beef up the numbers in your two jetpack squads, or bring in more bikes. Speed is your friend.

How about:
White Scars 1000pt list:
HQ:
• Librarian- 170pt: Mastery level two, space marine bike, The Armour Indomitus
Troops:
• Tactical squad- 225pt: 10x marines, flamer, missile launcher with flakk missiles, power sword, combi-melta, combat squads, mounted in a drop pod
Elites:
• Assault Terminator squad- 215pt: 3x thunder hammers and storm shields
Fast Attack:
• Assault squad- 90pt: 5x assault marines, flamer
• Bike squad- 148pt: 3x bikers, veteran sergeant, 2x meltas, attack bike with multi-melta
• Bike squad- 150pt: 5x bikers, 2x plasmas, 1x plasma pistol
this army is great for holding objectives because of the terminators so the rest of the army can attack

Then you've only got one troops choice. And termies will only hold one objective. You want to focus on the mobility of your force, given your chapter tactics-the previous list was much closer.
Also, put a storm shield on the libby.

I think the second list is better because the terminators guarantee an objective and will provide a strong backbone and then the melta squad of bikes can hold another and the librarians squad can hold one and then the assault squad can cause rampage while the tactical squad can land right on another objective

Vanguard vets would be better than Termies because they still get hit and run.
Also, assuming you're deepstriking your assault termies in, they're going to draw a lot of fire straight away.

If you want to run the 2nd list, I'd trade the Libby for a Captain with a bike, artificer armour, fist, and regular shield. That'll be the same points as the librarian, and make the bikes scoring again, which is huge. If you don't have 1 or can't make 1, I'd go back to Khan.
The drop pod is fine in this army, as it's an alpha strike element and will force you opponent to either shoot at the tacticals beside him, or the bikes coming towards him. I'd even try to find points to run two 5-man squads, as podding a missle launcher is essentially wasted points if it gets shot off the board. I'd run the rhino in the ML squad, so you have another objective holder in the backfield, or something to run up and steal an objective due to it counting as troops.
If you want the terminators, keep them, but I feel they are a waste as they will be left behind in your deployment zone, and having that many points sunk into holding 1 objective marker seems silly. I'd rather have a devastator squad or sniper scouts doing that as they cost less, or even the 5-man rhino ML squad, as they can actually hurt the opponent from range. I'd even recommend regular terminators at that point, as they can shoot, and will have cover to offset their lack of storm shields.

This guy knows what he's talking about. Although I'd take thunderhammer on the captain instead of the fist-concussive can be handy.

I was only suggesting it as a straight 170 point swap. If I had my choise, I'd go all out with the Chapter master on the bike, with a hammer and shield eternal. The 1 extra attack and wound, along with the orbital blast is worth the cost.

Just to make sure... The rule is 5 "models" make a "troop" of bikes, AFAIK? Attack Bikes count as 1 model, two wounds, but only one "model"...?

Oops, I mistook the vet sarge upgrade as a character in the unit. Yea, you need 5 models from my understanding, and the AB only counts as 1.
My only other recommendations would be drop the plasma pistols, but that's just me. I'm just not a fan of them personally, feel like they aren't worth the points. That'll let you afford a power fist in the vet squad or something.
Also, drop the vet sarge in the melta bike squad, and give both bike sarges melta bombs. I've found those upgrades to be well worth their small cost.
Other than that, looks good. Not like heavy tournament play good, but for the run of the mill store play, easily competitive enough.

I'm not a fan of the plas for SM, except in IH lists when FnP somewhat counters Gets Hot-I don't run much plas in my IH list even. I'd probably switch it out for grav, as relentless will come into play, you can get more shots and it's basically as dangerous with regards to models with good armour saves, and you have a solution to vehicles already with your melta unit.
Run the 2xflamer unit of assault marines for clearing out hordes.
Would probably change the tac squad loadout as it's not really directed at any particular role-you have melta, flamer and missle all in the same unit, all of which have different effective ranges and purposes. Although this may be mitigated by how you combat squad them up-if you're planning on dropping the ML near the back of the field then this may be ok.
