Hey guys, in the Fortifications book I heard you could buy a naked Coms relay without having to purchase an Aegis Defence Line or any other fortification, is that true?

19th Krieg Siege Army 7500pts.
40k/HH Night Lords 5000pts.
Orks Waaaghmacht Spearhead 2500pts.

I would take a look at the stronghold assault book, as the rules are very clearly explained in it. Short answer is no, you cannot purchase a communications relay by itself (it's an upgrade)

I'm going to disagree with the above opinion, whilst it is an upgrade it is also Battlefield debris, quoting from Stronghold Assault pg. 19 "The following list summarises the rules for battlefield debris that can be purchased as an upgrade to a fortification, or as fortifications in their own right" (emphasis mine).

That doesn't mean that everything that can be purchased as an upgrade to a fortification can be purchased as a fortification in it's own right as you seem to be implying.

Isn't that exactly what it says, though? It says you can buy them as Fortifications in their own right.

Technically they can ether be attached on the Bastion or near it as a separate terrain piece which could technically be considered a fortification in its own right.

It's a quote taken out of context. It's from the page that summaries the rules.

If you want to take it as a stand alone, what price do you pay?
The only price list are found solely in the Fortification Upgrade page (which isn't what you're trying to do).

It's for any non-purchase terrain you might wish to scatter about your battlefield.

No it doesn't. It says it lists the fortifications that can be taken in one or more ways. It doesn't list which fortifications use which of those two methods... just that those are two potential methods of taking fortifications. To find out how each individual item is taken, you check the relevant rules entry.
