I played a Blood Angels player today to a 1250 point game. We were playing Relic grab. He had the relic but at one point was moving through walls it seemed. When asking the veterans of the group, they stated that they played as you cold walkthrough the walls as they were ruins, rolling for the Move through Cover and appearing on the other side. Is this how the Rule should play out? gaming group from home says no, Just looking for extra clarification. Thanks in advance!
I lost the game as the relic jumped a wall, I lost LOS and couldn't shoot at it.

Unless they're particularly large, walls are generally just played as difficult terrain. So yes, models can walk through them in that case.
Just one reason it's a good idea to discuss terrain with your opponent before the game.

The problem is that you need to talk about terrain more than ever now before the game begins as nothing is defined in the rulebook anymore. if you had agreed to play it as ruins then melting through the wall is fine, if not then no.

It's largely up to house rules and agreements you make before the game how terrain works anymore. Where you see a wall, I see a piece of ruined, rotted drywall that a power armored marine shouldn't even treat as difficult. What I consider an area of ruins terrain, you might see as just some low rocks that don't count as anything.
One of the most important pregame steps is establishing terrain protocols.

The answer is "it depends". It's one of those things you want to clear up with your opponent BEFORE you start playing.
In my group, you cannot walk through walls of ruins. You have to go through a doorway. Personally, I think it's the better way to play. Otherwise you end up with bizarre stuff, like Eldar who can sit on one side of a wall, make a difficult terrain test and go through the wall, shoot at something on the other side, and then Battle Focus back through the wall to get out of LoS. Or a squad of marines can move ONE marine out from behind a wall to charge at a full squad of Tau. The Tau overwatch like crazy, but they can't kill anyone except that lone marine. Then the rest of the squad assaults through the walls of the building at the Tau.
Basically it comes down to the fact that if you can just walk through Ruins walls, they shouldn't block LoS either. But they do. So we treat them like they're actually walls.

I typically play you can walk through the walls of ruins and not buildings. That said most if the the ruins terrain I use does not 100% block LOS.
I think I would still allow going through the wall if it did block LOS and wasn't too high.
As for the example above about the charge with one gut over the wall, remember: you get the -2 for difficult and if the one model doesn't survive over watch then you can't charge (No LOS).

The problem with playing with melting through whole walls (the 100% los blockers) is that, sure they could smash their way through or use explosives....but where's the hole from that? Same thing if you drive a tank through a wall of a ruined building, would it really still be standing after that and why no tank sized hole?

In the 41st millenium, walls are made of rubber. You don't bash a hole through... you drive over it, and it pops back up behind you.
