What is this wash for?
Can't seem to figure out what to do with it,
- what colors go well with this shade for highlight, shadow, toning purposes
Any tips?

Not to be coy, but... any of the flesh... shades
Well, that's the obvious answer, anyhow. It obviously works well with any of the flesh tones, like Kislev, Cadian, Bugman's, etc to provide some vibrance and shadows to flesh.
However, every wash is useful for all sorts of situations that don't immediately seem obvious. For instance, you might use it against a brown paint (like Gorthor or Deathclaw), to provide a lighter/redder shade than Agrax. You might use it on a Averland sunset to create a more honeyed color. Perhaps you may wish to wash Leadbelcher to provide a tinted chainmail, or Balthazar Gold to create lighter shadows in gold than Agrax. Or, you might even wash white primer, which gives a very distinctive (pretty cool) effect.
Reikland Fleshshade is a great wash.

I paint all my skin with Dwarf Flesh, wash with Reikland Fleshshade, then bring it back up to Dwarf Flesh and highlight with Elf Flesh. It's for skin. It's a nice warm wash for just such things:

I use it for skin (like others have said) and metals. Using it on metals gives a rust/worn look that's not as dark as aggrax earthshade.

It's great for flesh, gold / brass, rust. Also good as a glaze over a gunmetal grey to get a copper look. Also makes a good shade for red hair if you're ever painting a ginger.

Will definitely try out the Reikland effect on the metals.. I've been wanting to get a rusty/copper effect on my Orks. Thanks for all the feedback. It really helped, and made me feel less stupid about buying the wrong pot.
I'll be looking for images on white priming and Reikland wash, it might turn out to look good for a warm paint scheme for an Eldar force.

Utilizing Careful Highlighting

I use some sort of flesh wash on almost everything, even to glaze reds if I don't want them to look too saturated. They also go well with metal to simulate rust or just mud (mixed with a darker brown wash/paint). Also useful when painting horses, especially blood bays or any kind of reddish brown horse. Also useful for warm whites if you want them to look soiled and dirty.
Really, a flesh tone wash (like Gryphonne Sepia) is one of the most useful washes, together with black wash and a medium brown wash (like Devlan Mud). Although I use Vallejo nowadays (you should it!), the principles are still the same.
Also slightly OT but don't limit yourself to just GW paints. You can buy other brands for the same quality and they come far cheaper. I'm assuming you buy your paints in Neutral Grounds and well, usually they have the old stock so some paints are a little dry.

Oddly enough, flesh tones. Haha. Now weve got the snide comment out the way, ive found it goes well over rakarth flesh, or pallid wych for a pale skin tone with a couple of washes. Also, how do you accidentally buy something?

How? Well..
I asked my little sister to pick out the pots that I want, I was talking to the store owner who I play with. I wasn't really looking if she got the right ones 'cause she rarely gets them wrong. I wasn't really paying attention when I handed over the money to the cashier. Hahahah
