So, can I? It kind off makes sense, I won't be able to take it as a dedicated transport for other things than Terminators, but I can put stuff like Oblits or normal Chaos marines in it?

Sure, why not. You can even transport chaos daemons in there since 7-th. Anything as long as it's infantry.

It has a transport capacity - so you can put any infantry unit with the faction Chaos Space Marines or that is battle brothers to Chaos Space Marines in it, up to its limit (allowing for Bulky or Very Bulky models).
If you want to carry normal marines, go right ahead. Hell, if you want to put cultists in it, you can. There's some argument for keeping a handy unit of cultists to "feed" to possessed land raiders in the hope of their getting hull points back....

Yes it can take terminators, because unlike say, a rhino it doesnt have a restriction stating it cannot taking Bulky or Very bulky models.
