In the Imp armor 13 it says under the HQ section that the command squad can take chimera as a dedicated transport. Now since the archdemagogue dudely is an IC can I team him up with some csm and put them in the Chimera in the deployment phase? I was thinking yes because he is part of the unit whilst at the same time being an IC.

No. The Independent Character becomes a part of the Chaos Space Marine unit, but it doesn't work the other way around.
It was not the Chaos Space Marine unit that purchased the dedicated transport so they can't start in the Arch-Demagogue (or Command Squad) unit's dedicated transport.

I completely failed to notice the Arch-demagogue was an IC (which , lets be honest, he probably isn't meant to be, as he comes with a command squad!)
This opens up a lot of options in regard to his chaos covenant....

He is meant to be an IC. It's so he can join another squad after the game starts.
But I believe that since he is purchased as part of the squad, that he needs to begin the game with the command squad.
If I'm wrong, that would be totally awesome.

The rules don't cover how to deploy an Independent Character purchased as a part of a squad.

Deploying with its unit makes the most logical sense. (but does reduce some of his synergy options!)
I see no reason why he couldn't then leave the unit and join another one.
Which I think would transfer his chaos covenant bonus to the new unit.
