This is what I remember from my old 3rd edition codex. I will later try to demonstrate it with one of my character, an Autarch. Eldar typically have two names: a usual one used by close friends, lovers and relatives and a formal one used by everyone else or by friends, lovers and relatives in a formal setting. For example, my Autarch is a women whose formal name is Ellissatraya. Most people refer to her by that name, but her friends (if she had any) would call her Traya (that's how her mother used to call her when she was little). Usual name can be considered a bit like diminutives and they don't need to sound or even look like the formal name even if some do. Using a usual name in the wrong situation is of course considered insulting, diminishing, disrespectful and coarse (a bit like being called boy, dude, sugar or anything like that by a perfect stranger). Formal names are sometime associated to a family name, but this is not systematic. Used in certain way (usually by pronouncing some syllable more than others), the formal name can also be used in an insulting way usually to express disgust or disdain. Infants and teenagers usually have a baby name given by their parent, but they lose it at adulthood or it transfer as their usual name. Some also Eldar gain titles during their life for their achievements or as a mark of honor and respect for example Ellissatraya bears the title of Nightshard (or we could mention Eldrad who has the title Ulthran or Illik who’s referred has Nightspear). Finally eldar following the path of the warrior (so this is pretty much exclusive to the Craftworld Eldar) sometimes take a warrior name associated with their armor or temple for their time of service. It is considered a mark of detachment from their previous life and dedication to war. It is systematic amongst Exarch who even absorb the consciousness of their predecessor. All this is pretty much true for all eldars from the Craftworld. Dark eldar or exodites may have slightly different customs, but it seems to follow similar guidelines. Harlequins have no official name, but a specific name associated to their mask and role. If you want some inspiration for eldar name I suggest you check Tolkien works on elvish language and names (the word eldar was from Tolkien and means people of the star or ancient if I remember well). If you are a bit lazier, check out Celtic names and dictionary it's very similar. Hope I was useful.

The harliquins suit is called something like the Dathedi or somesuch.
Daithí is the Irish word for color.

Faolchu the god warrior also translates as something, I cant recall what though.

We have some in-character knowledge (at least with regards to Alaitoc) from the back of the 3rd edition Eldar Codex, though this is a potentially unreliable/inaccurate POV since it is a fallible human diplomatic envoy to Alaitoc in M36:

Personal names are of two types - titles of rank and purpose or inherited names from the ancient tales. The first of these may also include references to the individual's prowess and temperament. Many Eldar have a ceremonial name and a common name. Warriors often have a third, a battle name. Time and circumstances when different names are used is a matter of old customs - to use a common name at the wrong moment would be great insult, while to refer to a person by their ceremonial name at the wrong time is seen as fussy and aloof.

Ceremonial names often grow longer with age, as achievements and abilities grow. The learned Eldar who was kind enough to educate me in these matters was called Alai-Eltanomorreiasalonethatil - Alai (of the Alaitoc craftworld) - Eltano (his birth name) - mor (the wise) - reia (rising star) - salo (the teacher) - nethatil (family name ending). During common conversation he is called Elthil (simply a contraction of his birth-name and family name). The second type of name is most often used by the warriors, and is handed down from generation to generation from the time of legends. The Exarchs have the names of great warriors from myth and each successive Exarch who wears the sacred armour takes on that name, forgetting their past life.

...

IYBraesil is from "Hy-Brasil", the phantom island which was said to lie in the Atlantic Ocean west of Ireland. In Irish myths it was said to be cloaked in mist, except for one day every seven years, when it became visible but still could not be reached.

Faolchu is meant to be "falcon", from memory, one of the lesser gods in the eldar pantheon.

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

That is not dead which can eternal lie ...

This resource should be a great aid in terms of "intel" on Eldar ways, as Im new to the Eldar thing I found it useful.

I mostly Just make up my own words if its not something I can find..

My craftworld is called: Nesh-Ravan - Children of a million suns.

Their creed is"motto"

Saim Ra-Slavhreenur = "The serpents secrets lead to salvation"

Is it right? who knows
Does it fit in with the established canon? Kind of..

EDIT:
I do like the idea of the laughing god
