I recently purchased the necron battle force and i'm rather new to all this
Thank you for any advice in advance
Should i leave the weapons not attached to make the models more accessible to paint?
If so should i take them off the sprue or leave them on it ?
Is there a way i can attach the models to the bases and remove them when after painting to add base effects ?
Are large models better made and painted in smaller parts then assembled the rest of the way after ?

Death. The eternal blink. The capricious dance of Now Ya Stop Movin' Forever. Well contrary to popular belief, death isn't just for dead people. It can happen to anyone.

When I did my necrons, I assembled the infantry completely before painting. I usually leave the weapons/arms off, but for the necrons, its easy to go around them. Just don't put the green rods in until they're done being painted, and use watered down white glue to put them in, not plastic or super glue. White glue dries clear, so it won't frost over the rod or paint job.
You can glue them to the bases and remove them later (very very carefully) but its probably be easier to tape/blue tack them to something else (paint pot lid, spray paint can top, etc, you get the idea). Either that, or do up the bases with your sand/rocks/whatever, glue the models to them, and then prime/paint the whole thing. I recommend doing the bases separately, and attaching the completed models to them, but you've got to experiment to see what works best for you.
For larger kits, with complicated assembly (I.e. most non-boxy vehicles, like the ghost ark, or annihilation barge) its best to assemble and paint in steps. Build a section, paint it, and go to the next section, build and paint, etc. I think the instructions recommend doing it in that manner, and it works best, in my experience.
Good luck, and have fun with your necrons. They're easy to get started on, and have a good amount of variance in their line to practice different techniques on. Not to mention, they're just a damn cool army.

In order of questions, yes, usually leaving the weapons off makes painting the model easier. Also, you can take em off the sprue and paint the gun separate.
You could try tack putty or tape, but why would you want to attach it to the base and then remove it.
I wouldn't say better made, but they're pretty easy to paint mostly/fully assembled.

This migth seem like a very silly question. But those necron crystals in their guns do people use the fluorescent sticks for those? (like for fishing) or is it all painted... Hmmmm

Just highlight the tops of the bumps with a color like Moot Green, and it will look plenty fluorescent.
Generally, the easiest way to build GW troop models is to assemble the lower and upper torsos separately, and then attach them together, orienting the weapon and upper torso in the direction that you want. Personally, I *always* paint the head separately and attach it afterwards.
Many people paint the model with the arms attached or detached. Either works; just remember if you do it after, you can't use plastic cement (because plastic glue won't bond paint -- it has to melt some of the paint , then bond the plastic under). I have never painted necron, so I can't give you specific advice there, but Bi' los seems to understand pretty well
By the way, the trick to not having super glue frost your model is not to have excess. Put superglue onto a piece of cardboard, and just put a small amount onto the thing you want to glue. Score (scratch up) the surface so that there's somewhere for a decent amount of glue to sit.
