Using CSM, Daemons, or Forgeworld. I bought one of these models twelve years ago, and he's currently sitting in a cup of washing up liquid. I was an awful painter back then. I'm looking to give him a place in my list. He doesn't specifically need to be a character, just any lightly armed infantry with a sniper rifle.

Why not just run him as the assassin that he is? The rules are awesome.

Yeah, Assassins can't join a squad anyway, Infiltrate means he has the table to deploy 12" from others and he does best on his own. Fluffwise, just call him a treacherous mercenary or crazed devotee that is just as dangerous to allies as the enemy. Perfect excuse for 'Come the Apocalypse' rules.

He can deploy anywhere on the table?

It's perfectly in fluff for an assassin to show up at a conflict, kill their target, then get the hell out. And yes, Vindicares can infiltrate, so they can start the game on the top floor of a ruin so they can take a good clean shot. Vindicares are snipers. You should pick up assassin dataslate.

Hm, I want to model this dude as Chaotic, so while he may be a dangerous rogue, he'll still be an "ally," even if I'm forced to use the Come the Apocalypse rule.

Modelling is modelling, go nuts on that - if he looks identifiably "cool sniper" you should be good to go.

Infiltrate USR means he can deploy anywhere, barring some restrictions such as range to enemy

Well, modelling isn't just modelling. It needs to reflect the rules of the character to a certain extent. If the character has a high BS, he needs to have bionic eyes or a scope or something. If he has high Toughness or Armour Save, he needs to have good armour. If he has a flamer, the model needs to have some kind of fuel storage backpack. Half of my army is converted, but the models always represent the rules, and always represent the fluff (sometimes my own personal fluff).

"Needs" is dependent on whether you care about WYSIWYG or not, among other things. For instance, Bloodthirsters have BS 10 but nothing aside from a whip to show for it.

I do are about WYSIWYG. With regards to the Bloodthirster, you can say it is a Daemonic power, or the same with an Eldar, you could say it's because of their super fast elf eyes. But a human model needs some kind of enhancement.

You're definition of WYSIWYG is a little off. Stat lines don't need to be represented, just wargear.

I just think there should be a certain level of representation. If the model has a high Initiative, it should look fast and sleek, or at least be using a technology that would be able to enhance its reactions. The model doesn't need to be anything, we could all use soup cans and coins if we really wanted, but this is how I like to play my hobby.

And there's nothing at all wrong with that. But, you're looking to make a Vindicare Assassin look like a Vindicare Assassin, right? Well, that job is done. If you're looking to make him Chaos-y then paint/model some ritual scaring, 8 point stars or trophies at his feet. A bit of rust on the rifle, lots of brass, you can make it into something that makes you happy still using the Vindicare rules.

That's exactly what I intend to do. He's the OOP Vindicare, so while he fits that bill, he also just looks like a sniper with well fitting armour.
