Subject: storm eagle roc is now all space marines?

A friend told me all codex space marine armies get to use the roc pattern storm egale now in one of the more recent imperial army books. But he has the older book that says it's minotaur chapter only.
What book did this change happen in? Was their any other changes to its rules other then this? I don't want to force him to get a new rule book if he doesn't need it. But if their were other changes besides this like to its points coast and such I am going to have to pressure him to get the new book.
He's not the kind of person to cheat on purpose and he might of just misunderstood something someone told him.

Interpretation of the wording.
"A Storm Eagle Roc Pattern Assault Gunship is a Heavy Support choice for a Codex: Space Marines army, and a Space Marine Siege Assault Vanguard army as described in Imperial Armour Ten: The Badad War - Part Two, representing the Minotaurs Chapter."
Some people read it as any Codex chapter, but only SAV when representing the MInotaurs. Others believe that both Codex and SAV needs to be Minotaurs.

Imperial Armour 2 - 2nd edition says Minotaurs and is the latest rules for it that I am aware of.

Thanks. Something didn't seem like it was adding up.

The latter interpretation would be correct. That statement is grammatically equivalent to the following two statements.
"A Storm Eagle Roc Pattern Assault Gunship is a Heavy Support choice for a Codex: Space Marines army representing the Minotaurs Chapter."
"A Storm Eagle Roc Pattern Assault Gunship is a Heavy Support choice for a Space Marine Siege Assault Vanguard army as described in Imperial Armour Ten: The Badad War - Part Two representing the Minotaurs Chapter."

Thought I would reopen this to clarify.
I asked Forgeworld this question via email and have had a reply. They have confirmed that the ROC pattern Storm Eagle can only be taken in a SAV list as Minotaur chapter.
While (most importantly) it is a Heavy Support for all codex SM chapters when taken in an army from codex space marine.
So, while their grammar might have been right. Their meaning was way off. Is good news for those who wanted to use the ROC pattern....
