Hi,
First, this image.
I found it on google images. I am wundering, why would the Emperor have stats if all he does is sit on the Golden Throne on Holy Terra?
second, are the Emperor's children chapter biologically descended from him, or what?

In a limited sense all Space Marines are descended from the emperor. The primarchs' genetic makeup were all different modifications of the emperor's, and the space marines gene-seed are based on their primarch's genetic makeup.
The Emperor's Children's name originates from two things. The first is that the very first of their legion were supposedly from children of noble houses that before Unification had defied the Emperor (thus becoming his children). The second was when Fulgrim gave his speech after being re-united with his legion, when he said "We are His children". They also were the only legion permitted to use the eagle symbol of the emperor on their armor.

I think you misunderstand.
They are just as much "His children" as any other Legion, like Ultramarines or Blood Angels.
'Emperor's Children' is just a name, nothing more.
They got this name because Terran dynasties sent their children to fight in the Legion.

The picture on that datasheet - which is almost certainly fan made - depicts the Emperor as he was during the Great Crusade and Horus Heresy before he was confined to the Golden Throne, presumably the datasheet is for use in Crusade/Heresy era battles (Forge World haven't gotten that far into the Heresy yet, so no Emperor stats from them).
The Emperor's Children are Slaanesh worshippers, so naturally they take perverse pleasure in retaining the name their legion bore before they betrayed the Emperor.

1. The Emperor has not been done by Forgeworld.
2. His stats are really low  Just compare it to Horus himself.

True but I somehow see forgeworld turning him into a real monster HQ.
At least able to match primarchs in combat.
Like magnus +1 but not quite as durable as some. But deadly powers and suitibley terrifying force\clise combat weapon.
