So I want to run a Legion of the Damned primary detachment in an upcoming 1000pt tourney, but I need something to hang in there Turn 1 inside a bunker (void shield, comms relay and behind barricades to increase survivability and help bring the legionnaires in T2). Whatever it is, it needs to be as cheap as possible so I can spend more points on beefing out the LotD squads.
My initial thoughts were to go for an Inquisitorial detachment, since this can be got for the minimal outlay of 25pts (one inquisitor), but I don't think you can take fortifications with it - unless I am mistaken?
Next cheapest alternative I can find is an allied SM detachment, with Librarian and scout unit for 120 pts.
Anyone think of a cheaper one?

HQ mek 15 pt
2 squads of Grots - 35 pt each.
I guess nids can go even cheaper on troops with spores but i'm not sure about the cheapness of their HQ.
Oh, just noticed: Imperial Detachment...but does it really matter with how allies work now?

You can't take Fortifications in an Allied Detachment.
That means you'll need to take a Combined Arms Detachment (minimum 1 HQ, 2 Troops) which will let you also take up to 1 Fortification.
There may be other types of Detachments in the new 7th Edition Imperial codices (Grey Knights, Space Wolves or Blood Angels) that will let you take Fortifications, but I haven't really kept up on those.

Tournament rules are allied formation can only be taken with battle brothers

Ah, of course. Forgot that. In that case, the cheapest I can come up with are the following:
SM: Libby + 2 scout squads = 175pts
MT: Commissar + 2 Scion squads = 165pts
BA: Techmarine + 2 scout squads = 160pts
AM: Commissar + Basic Platoon = 155pts
AM: Commissar + 2 Veteran squads = 145pts
SoB: Ministorum Priest + 2 Battle sisters Squads = 145pts
Anyone do better?

Platoon is one troop choice. 2 vets is the cehapest you can get with IG.
On the sidenote, why not make youe guyz useful? You're still gona pay ~ 150-200 fjr them, so why not pay 100 more but make them contribute to the fight?

Sororitas can't take Priests as a mandatory HQ, just a heads up.
Does Inquisition allow for fortifications? If it does, it's a 25pt tax.
DA are the same price as SM i believe, and Elysians are 220.

Inquisition can be taken as a primary detachment, I don't see any reason why you couldn't take fortifications with them. Plus you get servo-skulls, which are cheap and useful against any army with infiltrators or scouts.

EDIT: I realised now, it's the same reason LotD can't take fortifications- their special Inquisition Force Organisation Chart lacks a Fortification slot.
Solution: rather than taking the cheapest tax possible as effectively necessary but wasted points, commit to a slightly larger investment in something that fulfils the same role you would have used those points for in LotD. E.g. Veterans with Camo-cloaks to sit on objectives with an autocannon, go to ground each turn in cover for a probable 2 or 3+ save. Or Vets in Chimera to grab objectives.

Iapedus, MT commissars can be taken as the HQ, but the basic AM commissars "do not qualify as a mandatory HQ selection". You'll need a lord commissar for that, or a company command squad.
AM: Company command squad + 2 vet squads = 180 points minimum.

That one Fleshtearers detachment from the campaign book I think can. You need HQ + FA + Troop:
Tech marine + drop pod + scouts = 140.

Cheapest I know of is the renegades and heretics.
Command squad + 2 mutant rabble = 105 pts.
Not imperial of course.

Yeah, this is the conclusion I have now come to - was really hoping for a super cheap CAD so I could max out the LotD, but I think I will just trim their numbers a bit (4x5 man teams only) and use the points on the CAD. In which case, I will probably go for the Libby & scouts option, maybe add an assault squad in drop pod.
