I have mixed feelings about the Officer Exchange Program. To me it seems that it is worded the way it is to appeal to both mixed and pure faction players. I think it is a mistake to have it count for Admirals, it negates their rule about faction penalty X3. Now mixed faction players will really like this one, but I see faction pure TOs putting some restrictions on them. I don't see it being more popular than the fleet captain cards and we have until January 2016 for them. So from January 2016 to August 2016 these could be the goto resource, but who knows what else will come out between now and them.

I really don't get why WKs would be retiring resources to curb oldschoolers from curbstomping newbies and then reintroducing a fresh way to mutilate the rules in this way. A single crew card could have been applied in this fashion and we'd not be looking at 'Picards, Picards everywhere' all over again...
I think we have to keep innmind that it's probably not the same people making the decisions on both. The game designers are the ones thinking up the resources and it is probably someone in promotions or marketing that decides to retire resources. Now that being said I can't understand why the designer would include captains and admirals. Having the faction penalty x3 on admirals is a built nin way to keep them from being abusive and cross factioned captains is on the top of most people's complaints about the game. On top of all that there is no canon basis for including them. No government is going to hand over the control of a Starship to another government.
The incident with Riker taking command of the Pagh is a fluke in the Klingon command structure. Plus he started as a crew not the captain. If a combat situation were to have broken out I don't think the High Council would have allowed him to stay in command. You can bet when Kurn went aboard the Enterprise they werennot going to let him take command.
I roll my eyes at Wizkids, I like there stuff but it really needs to be thought through sometimes...This is pretty typical of them.
reason 1 to ban resources: New players can't get them, ok this one makes sense but why not just reprint them....nah we'll just make crappier and more broken new ones.
reason 2 to ban resources: Some of them are used too much? whaa.... yes players will focus on the better resources and not play the crap ones.
I am reminded of the Wizkids Heroclix Cheese Mantra:

I've begun learning to use 'gimp' to make cards. Perhaps we could start a Dakkattack Wing set of house rules to bring both fun and reason back into it?
I have found in our home games that you don't really need to do much if you want it to be balanced. Playing faction pure or even ship pure and taking out Borg seems to even things out. We save the borg for special scenarios, like modified versions of Destroy the Scimitar or Collective OP1.
The only thing each faction needs is a card like Glen Daro. After playing a couple games with him I don't understand why it took the designers this long to figure out a repair mechanic. Keep it simple, Action repair one shield or hull damage. Scotty and Kyle both cost actions and lower your attack. O'Brian is expensive and a trible penalty, an action + disable + no attack. Harry kim is an action + disable for only 1 shield. Harry should have been a simple fed copy of Konmel, but no the designers screwed up again.
Scotty does have a double use so 5pts for him is understandable, Kyle is cheap so I can see 1 extra requirement on him, but not 3. He is also a triple penalty, Action + green maneuver + -2 attack dice. That is steap for 1 shield. If I were to house rule anything Harry and O'Brian would be Action OR Disable.
