So does anyone know off hand whether or not you can take additional units n top of the battle scroll formations? For example can you just take one of the Skaven formations and add rat ogres as long as you at least have the base formation?

The book states that you can take them as part of your army under the battlescroll rules.

Let me be more specific so I make sure everyone understands what im wanting to do.

I have an 8000 pt WoC army. Im wanting to add 2000 of skaven. Can i use the Formation of skaven that is roughly 600 pts as the way to bring skaven into the army and then add further different units like rat ogres to the formation, even though they arent listed in the formation.

The wording on the battle scroll rule says "- The battlescroll will tell you what units you "need" in order to take the formation. It doesnt say anything about not adding more.

No, the formation has only what it says it contains, I don't recall there being any limits on unit size (outside the army book that is) and each formation says it only contains x of each unit (as opposed to those undead ones last year which were x-y of each unit).

As above. these are functionally similar to formations in 40k, where you can take any options listed in the unit entry - for example command, etc - unless specificaly denied, but you have no permission to take additional units within that formation

S if youc annot select the unit normally - youre taking warriors, as here - then you cannot simply add it to a formation.
