Necron add-on Solar Thermasite appears in Shield Of Baal : Exterminatus but not in the new Codex : Necrons.

Can it be used in conjunction with the new book's Decurion?

The relics in the leviathan book say they're available to models chosen from the Mephrit dynasty detachment or one of the formations present in the same book.

My gut reaction is that to get it, you need to use a character from the leviathan book.

Like all 7th Ed supplements you only get the relics by using the detachments contained within. So no Mephrit relics on Decurion (like no flesh tearer relics on a Baal Strike Force unit).

The issue is if the codex relics are available to the Mephrit detachments.

I'll play it as no, but I don't see a hard reason why they wouldn't be.

The regular necron codex relics would be available to the Mephrit dynasty. There would have to be a line in the Mephrit dynasty that says "replace those relics with these relics" or something along those lines for them not to be available.

Unless the normal Codex has a line that limits them to Codex-Formations/Detachments

The decurion detachement specifically states that units in the decurion detachement can be part of another FoC.

I have not read the entire book but starting from that rule, I think it should be perfectly fine to take a Decurion and fit it into a Mephrit dynasty FoC.

I don't think that's the case because the main codex specifically tells you that the decurion can be part of another detachement.

I think you need to read how to build your army and the Decurion rules. Because I don't even understand what you think you're saying and it is not correct at all. It certainly does not say a Decurion can be part of another detachment, it does list some specific formations that are part of a Decurion and the units within count as being part of those formation as well as part of the Decurion (gaining Everliving).

I thought I read a bit about how units from decurion formations can also be part of a normal FoC to gain those benefits.

Don't have an opportunity to check though.

Decurion is a Detachment that doesn't have HQ or Troop, etc, slots.
Instead it has Core, Auxilliary and Command slots, which can be filled with Formations.
That means a unit can be both part of the Core-Formation ánd the Decurion Detachment.
