How would you price it? and would you versus one?

Same as storm bolter imperial guard have that choice.

Why would an Astarte's use a heavy stubbed though? It is a bit inferior to them like would you see them using lasguns? No? Didn't think so.

The heavy stubber is better than the storm bolter in-game. Fluff-wise, though, I agree. The storm bolter is a high-tech weapon that is closely linked to the marine's signature weapon, the boltgun. Medium machine guns are for humans, not super-soldiers.
What about 10 points? Marines would therefore be paying a premium to purchase a non-fluffy (but slightly more dangerous) option.

Since the Stubber is AP- with 3 shots and the Stom Bolter is AP5 with 2, they're considered equivalent under GW auspices. Probably safe to just say 5 points, although the question remains of why.

I personally think that a H-Stubber seems a bit too... Ancient for a Rhino, but I'd say 5 Points. It's pretty much worthless compared to a Stormbolter.

The heavy stubber got changed to AP6 (BRB FAQ). That means that the storm bolter's superior AP only matters against 5+ saves, thus making each storm bolter shell 50% more dangerous than a heavy stubber's bullet. However, the heavy stubber gets 50% more shots at the same strength. This means that the two weapons are equally dangerous against 5+ armour and within 24'', but the heavy stubber is longer ranged and is better against every single other save (including 6+ armour saves, any cover save, etc).

Note: The storm bolter does do more damage than the heavy stubber if:
The target is within the storm bolter's shorter 24'' range...
...[And] the target has a 5+ save
...[And] this save is an armour save.
...[And] this save can be rerolled. Perhaps someone with Precognition and flak armour.
Maybe a chapter tactic - or that Dark Angels banner? - boosts bolt weapons on vehicles, and boosts them enough to make them better than the heavy stubber.

The Standard of Devastation (turns bolters into salvo 2/4) was actually FAQed recently to only apply to standard bolters, TL bolters, and hurricane bolters. So no storm bolters, even though my store had already made a house rule that it did apply to them

Storm bolter
- 2 x 2/3 hits = 4/3
- 4/3 * 2/3 wounds = 8/9
- Expected casualties = 0.89

Heavy stubber
- 3 x 2/3 hits = 2
- 2 * 2/3 wounds = 4/3
- 4/3 * 2/3 saves = 8/9
- Expected casualties = 0.89

Even against its ideal target, within range, the storm bolter is only as good as the heavy stubber, otherwise it's only worse. The heavy stubber has a greater upside with 3 shots and longer range with 36". Against any save other than 5+, against any targets in cover, against anything more than 24" away, the stubber is strictly superior.

Doesn't matter if fluffwise it's an ancient weapon, the high tech storm bolter is only worse, but for some reason IG get either storm bolter or heavy stubber for the same 5 points. Just give it a different name or something and let rhinos swap it out with a heavy stubber for free with a wink and a nod.

if they make a thing such as quad heavy stuber and allow a rhino to have 4 of then i will pay 20 pts for it! I dub it the Dakkino! Or Stub-Back
