I'm somewhat confused by how the Carbonite Hacking Program is intended to work.

What the rules for the Carbonite Program (p.155) seem to imply is that all it can do is to immobilise a target for one turn.
However rules as written it does also say to apply the rules for DT special ammuniton, which cause the target to recieve a wound for each failed BTS roll.

My question is, whether the reference to the DT Special ammunition is simply meant to signify that the target must roll twice to avoid the immobilisation effect or if the program can actually cause wounds.

Any insight would be appreciated.

Yeah, that's probably a misprint in the hacking rules and the only effect should probably be IMM-1.

If you try to play it at as RAW you get weird interactions. Like Immunity: Total models taking hacking saves against their ARM values and Sucker Punch applying four wounds.

I think it's supposed to be worded like Stop! on pg. 159 but CB forgot to copy/paste the text.
