A friend of mine has discovered that the best KoW army rules to use for his massive Skaven army is... Kingdoms of Men?!
Not disagreeing, mind - all the elements are there, aside from his war machines (he is treating those as Iron Dwarfs, and is fielding some of his troops as dwarf allies, I forget which one.)
Just seems... wrong... somehow.
The Auld Grump, his one conversion is turning some of his spear using clan rats into pikemen.

I could see it. Orcs are too big, goblins are probably too.. weak? Men may move a little slower than you'd want for skaven but then again that isn't a huge thing. The initiative gap isn't there in KoW so I could see it. Now he just needs some giant rat cavalry or rataurs

The only thing missing in the KoM list is the Utterly Spineless rule which would stand in for the Skavens' relatively low leadership.

Skaven only have low leadership when they don't have ranks. And you don't lose ranks in KoW... so I could see it not being so much of a problem potentially.

Mechanically, that's true, but if you don't have a way to represent their skittishness, you lose a lot of the flavor of the army, at least in my opinion.

i think goblins would fit better as a skaven "play as" army if you were to use an offical army list. however, theres an unofficial ratmen list that consistently updated for balance on the mantic games forums.
