where can i find them as most people i play just have printed copies of forgworld rules and i like to know how to get my hands on them

They're just scans, there's not a legit up to date set of rules. Is what I would say if I was sure. Try searching the forgeworld site for pdfs just to be sure.

Hmm then way does know one have rul book for ther rules. I have only see printed rules for all everthing forge world and never seen one with a40k approved stamp

On topic, you have the internet, and I imagine you know how to use google. Alternatively, go buy the latest IA book with the rules (IA Vol 2 Second Ed, if I'm not mistaken) , then scan them yourself and print the specific page you need.

They're either pirating or using the free experimental rules PDF's that Forge World has released, which are outdated rules for many units. In my area most people actually have the books for their armies and allow friends to take pictures of pages if they only need one entry, perhaps that.
