On p. 165 of the current space marine codex, it says that the chapter master can take items from the Melee Weapons, Ranged Weapons, Special Issue Wargear and/or Chapter Relics lists.

On p. 125, special issue ammunition (which are used by Sternguard veterans) is listed under special issue wargear.

Can vanilla chapter masters use special issue ammunition?

Also, on p. 165, it doesn't indicate a point value for taking Melee weapons, ranged weapons, special issue wargear, etc. Does this mean that using special issue ammunition wouldn't increase the cost of the chapter master?

No, it means that it isn't an option. Only Wargear listed in the "Space Marines Wargear List" is available for purchase. If it's not available, it's special to a specific unit that has it normally. In this case, Sternguard have it normally and it is listed for them.

Look Up "Space Marines Wargear List" (I have the digital so no page ref for you) as that is where all the wargear is listed with points cost.

You will notice that Special Issue Ammo is not there as it is not a choice under Special Issue Wargear.

All 4 lists of purchaseable options are in this section. The section you are referring to is the rules for any SM wargear.

Thanks! I just now noticed that. Man, chapter masters have taken a hit since last edition. Last edition, they could take hellfire rounds. They can't use hellfire rounds now?

Take a look at Chapter Relics. I know there's something somewhere that has the Poisoned (2+) Bolter but I can't remember where it was. I also know Chaplain Cassius has that but that relic is specific to him.

Edit: Found it. It's the Slayer's Wrath but it is only available for Blood Angel armies that use the Flesh Tearers Detachment in the Shields of Baal: Exterminatus book. That almost certainly doesn't help.

They cannot.

They did get +1 W and +1 A and the ability to take relics however. So I'd call it a good trade off.

Custom Chapter Masters are much better now IMO.

I see they can take a thing called "The Primarch's Wrath." Is there a special way that this has to be modeled? Or does it just look like a regular boltgun?

Personally I just use a boltgun. There are no rules concerning how to model it.

As long as your opponent knows what it is, you should be fine.
