Can a CCS embarked inside a Chimera issue itself an order?

The officer normally has permission to issue orders to his own unit.

Units normally may not issue or receive orders while embarked.

The Mobile Command Vehicle rule gives the officer permission to issue orders while embarked, with all distances being measured from the hull.

Since the officer may now issue orders, can he issue one to himself?

Yes, the CCS may issue orders to itself while embarked.

Mobile Command gives permission for an embarked officer to give an order. You still need permission for the embarked unit to receive an order. So, no it does not work.

Units embarked can not receive orders. So your CCS can issue orders but cannot receive them. It's hard to coordinate fire when everyone is cramped in the top hatch.
