Are 9 man tactical squads a good idea, the problem i face is that only 10 men may be embarked on a rhino, meaning my librarian has no where to go, the only real benefit of a a 10 man squad is the heavy weapon, so would it be a good idea to take a 9 man squad for my librarian to ride with?

I like a divination libby with 9 naked Sternguards.
I don't see any reason to put 9 tacs in one squad, when you can take two squads of five to fulfill your troop tax.

You take 10 for combat squad rule. The heavy weapons you can leave or take with little difference.

So i should Combat squad? With 1 combat squad and a librarian in a rhibo and leaving the combat squad camping on a objective?

What do you plan to accomplish with the libby and what units does it have to affect? Libbys are much more synergistic HQs. They work best with a unit that can actually take advantage of their buffs whereas a TAC unit doesn't have the damage output to benefit from most buffs.
With just a TAC squad to "buff" I would roll on telepathy instead and get psychic shriek to help hammer units.

Hes going to take psychic shriek, and try to roll for invisibility, with the razorback i see lots of people take twin-linked assault cannons is that the best choice?

For razors I like the lascannon and TL plasma. Much more versatile then Str6 rending IMO. I also do not recommend putting a libby with 5 tacs, its just not an effective use of his buffs. Especially if you get invis. Putting him with 9 sternguard or some Centurions seems more logical, but thats just me.
