Hey guys. Putting together a small IG list and trying to keep pts cost down so I was wondering, can I take standard 25pt commissars as my HQ choice?

I know I lose out on Orders, but I was planning to stick them in Vet squads in Chimeras anyway and I'm not aiming for a gunline-type setup (I want everything as mobile as possible, Transports, Valkeries etc). Since they'll be allied with SM, their role will be backfield objectives and Tank support (Planning on 2x Wyverns, 1 LR Battle Tank and 1 LR Plasma (Executioner?)). So I want the most efficient HQ choice so I can bring big tanks and not sink points into Command Squads (I won't be staying in one place to fully utilise the order mechanic) or Lord Commissars (Too expensive when 25pt Commissars also give stubborn, and again, can't utilise orders efficiently).

Any thoughts on using a small (500-900) IG allies detachment (Combined Arms FOC) to complement an already fast SM type list?

Negatory, right in their entry in the army list section it states they cannot be your mandatory HQ choice and do not actually take up a Force Org slot.

Honestly, I'd just take a normal company command squad. They'll act like another Vet squad since you can give them up to 4x special weapons and most of the same equipment options, and toss 'em i a chimera as well.

If you're taking LR tanks anyway you can always make one a tank commander. You have to take another LR tank to accompany him, but you're planning on taking 2 anyway. Benefits include BS4 on the command tank, and some order options for his wingman.

IG is good at cheap special units. They can take 3 las-cannons for far fewer points than a Dev squad, and can take orders.
But, units can only take orders when on foot. They have to disembark to get the benefit, though the Chimera can be used to carry the unit doing the ordering.

The best way I have found to run small-points IG allies is a platoon and a CCS. Pad the platoon out with HWT, and leave the armour at home. Maybe put the command squads in boxes, but the PCS is always loaded up with flamers and pointed at something squishy. The CCS gives 2 orders per turn, and better ones at that.

For a bigger mobile army though, 2x vets in tins, and a tank commander as HQ.
The vets will probably get spread out, and taken out of order range when they disembark. Add a floating HQ model if you want, depending on the vet squad's purpose.
