What are the two extra Captains for?
What advantages do they give to your army that are better than those of Sanguinary Priest or Librarian?
Couple of extra swings won't matter if you're planning to attach them into Terminator Squads.
The Vanguard Veterans are cool, but useless when compared to the Death Company.
And the last point. Whirlwind is literally the last thing you'll need Overcharged Engines on.

Combat squad tacticals, put a captain in each rhino drive up to the enemy with flamer + multimelta while half the unit holds a backfield objective.
Captain can disembark and beat ass on his own against weaker infantry
Whirlwind being a FAST vehicle lets me move it to avoid attackers or get better fire lanes. I don't see it as a waste. That 6" move comes in handy

Your whole army will be advancing towards the enemy so I doubt they will get through them to your Whirlwind and if they do, you've already lost.
And I can see that the Captain will offer some cc capacity to your squads, but that's really a job for Terminators, not Tacticals.
Captains are fun but really not worth spamming, a Librarian or a Priest will be more useful to your squad.
Also, I personally don't find five Tacticals that succesful so I prefer not to combat squad them and therefore my preferable IC to join them is: (you guessed it) none.
There's also a notable contradiction in the squad. You have a flamer, a Sergeant geared for close combat and Captain attached to your Tactical Squad.
All of those show that you wish to move towards the enemy, yet you take the Multi-melta with you to either slow you down or take Snap Shots.
Either take a Heavy Flamer instead or drop the heavy weapon for the squad that keeps the objective in the backfield.

Multi-Melta is the kind of weapon that you DO want up close. At least in my understanding of 40k i WANT to bring that multi-melta within 12" of enemy vehicles so it gives me the impression of great synergy with the rest of my army which should be advancing.
With the whirlwind offering a bit of crowd control. I admit if they manage to stomp my advance enough to get to the whirlwind then ive surely lost.
Don't own any sanguinary priest and i have some librarians on bikes which i dont think fit anywhere with the units im fielding.
Otherwise i would agree with you that there's more utility there. You are def correct on this.
The whirlwind is a godsend against certain armies and even against tougher MEQ armies when it pins them down on a critical turn. But mostly that crowd control while i advance is priceless.
