Villainous Lair and Game Empire have gaming groups from what I've heard. I've been to Game Empire a few times but nobody was super approachable :/

There's At Ease Games in MIramar (right across from the marine base entrance) and Game Empire in Clairemont Mesa that are both fairly central.

At Ease games is an awesome store with good people. When I've worked in San Diego I used to bring a travel case of troops and hit them up there for a game.

Introduce yourself to people.
My old car club used to get this comment made about us at a big weekly meetup. That we weren't approachable. We were always like "You're the one who wants to make new friends. We're not here for group hugs. Say 'hello' and introduce yourself. Don't stand at the back waiting for somebody to notice you, because we won't."
That said, sorry to hear about Lemoore, lol. Navy, I take it? We used to get training flights out of there at 29 Palms every once in a while when we were doing bombing range exercises. Not that the Stumps is any better than Lemoore though.

The one time I was at At Ease Games (I live and play farther north) they had one of their pro painters there, and said they had quite a few more. It was a Sunday I went in there and the store was pretty dead but still a few painters were hanging about and chatting. Ask the front desk and they have cards of some of the guys that have models on display. Friggin beautiful store... Wish I lived down there. I have to go back for a Zone Mortalis game at some point.

I moved away from San Diego a year ago after growing up and spending most of my life there. The game community is alive and well.
Wednesday night is 40k night at Game Empire in Clairemont Mesa located right off the 805 freeway. Usually there is a league or open play going on, but you can see for yourself by checking out their forum. http://www.gameempire.com/forum/
Ron's store (At Ease Games) is just a few miles north of Miramar Road close to the 15 freeway. I'm not sure what night they do 40k there, but I think you'll have no problems finding players at either store to get games in with. I've been friends with the owners of both stores for well over 20 years and they both want to provide positive experiences for the gaming community.
