It seems like using Orikan and Obyron with the Wraiths slows them down too much. Why not just do Lychguard at that point?

Orikan and Obyron can teleport the Wraiths on the first turn.
They also give the Wraiths a 3+ reroll 1s Invulnerable save.

How does running a bunch of barges make them not dead? Any comments on how you see the list synergizing?

It's designed to put something in your face immediately with the Wraiths and Tomb Blades, then with 6 AV13 gun boats laying down the pain.

Ten TB is overkill since it only target one unit.
I'd take two units of five and give them particle weapons.

I'd drop the formation, add one AB to the CAD and replace the last AB by a CCB replacing both of your HQs.
