There's multiple kits. Honestly, the easiest way to find out is to look at the kit itself; its see-through, so you can view some of the pieces before buying.

As with everything, it's hideously overpriced. You can get all components (small rocks, fake grass etc.) in a vastly larger amount for less cash e.g. in model making / model train shops. Or, as usual, the internet.

i have bought a few of the 40k basing kits with resin base toppers...
to be honest, i like them...
i like the brass-etch stuff, and i like the latest edition of 40k base toppers, which are thinner than their first attempts...
the WFB kits also have nice thin base toppers...
i do end up getting use out of the slate and sand, so i don't have a problem with them...
some people think they are too expensive, but i seriously get years of use out of all the stuff that comes in them, so i don't sweat the price much...
if you are not after the resin base toppers, or the brass-etch stuff, then it is probably not worthwhile to buy these kits...
for basic stuff, i like the Secret Weapon kits, because they are compact, and i travel a lot...
most people would rather buy the massive Woodland Scenics containers, but i don't have the space for them, nor need that kind of volume of product...

I got the IG basing kit, and it looks to be a good bunch of base-toppers. I'll be using these for my special models.
The topper bits are chunks of the Manufactorum and other sets. So, if you wanted to get the same for less, get some Magi-mold or similar, and press Greenstuff or putty onto your bases.
The rest of the basing set is small gravel, and rocks.
