If I order a unit of guardsmen to fire "First rank, second rank", do they get to make a shooting attack after they shot usimg this order?

A friend of mine seems to think they do, but it just seems immensely powerfull because a vanilla squad of 10 guardsmen would get 18 shots from the order + another 9 shots for a total of 27 shots a turn at 24".

You don't have to be happy when you lose, just don't make winning the condition of your happiness.

The unit made a shooting attack. You still only get one of those per turn. the order doesn't specify that it is in addition to a normal shooting attack.

Its only 27 shots when he is 12" or less inches away from his target.

Given his misunderstanding was that they'd be able to make a normal shooting attack in addition to the order, you can understand why he'd say that.
