I'm far from an expert, so take all this with a grain of salt, but:
Tech has come a long way. The cameras in most modern phones and tablets have a resolution that puts high-end camera models from several years ago to shame. I've also seen iPhone pictures that are far clearer than what inexperienced users have gotten out of expensive DSLRs.
More than the resolution and fancy features of the camera, miniature photography is about the settings and the setup. Most of the crappy pictures taken are due to shaky hands, poor lighting, and a lack of planning, not an inherent flaw in the equipment.
Flood the model with light, prop the tablet up to keep it stable, and choose a good distance before taking the pic. High resolution is rather forgiving of zooming and cropping after the fact, so don't try and get right in there with the camera - chances are, you'll just muck up the depth of field, if you can even get it to focus, in the first place. Spend a little time trying to get the most out of your existing gear before running off to buy new stuff. Unless you need a new camera, anyway, it's likely money better spent elsewhere.
