Wait, what? The only scenario that I can think of where this is helpful is where your Devs get charged by a Dreadnought or equivalent, but by that point you've already lost 2-3 lascannon Devs from at-initiative MC/DCCW hits. I'd drop it and another melta bomb for another meltagun in a RWAS.
Honestly, I'm not sold on the Devs in this list, but I can see the use of them.

Also, is the Command Squad a full 5 men?

Command squad is 5 man I will fix the typo, the devs are there to fill points, the melta bomb is because I had 5 points extra afterwards, I doubt it will do anything.

What if you dropped Sam for just a bike hq with upgrades of choice and the Dev squads? Then tried to work in a couple speeders with typhoon missiles and maybe the Landspeeder that gives bonus to cover saves. Jink saves have become quite good again! This also has synergies with the rest of the army and accomplishes the same thing as the dev squad.

I have tried land speeder that gives the bonus to cover save it just gets focused down and dies right away by ignores cover/jink weapons, it has been at best a unit to make the enemy use a units shooting on in the games I fielded it in, more often it is just a waste of points. I am using the 2 land speeders with typhoons that I already have.

I think the speeders are a little better as you can squadron them together or split them into two units if your heavy slot is tight. Plus, the fire lanes you can create with them is so effective. You kinda miss out on that with the dev squad. Maybe some powerfield gen on your hq and run the speeders tight if you are worried about ignores cover fire.

I am not to worried about ignores cover, I was mostly commenting on against tau and eldar cover/jink is not very useful and buffing cover is a waste of points since they will just kill it first.

I do however, think you are on to something with bikes. Bikes have become very strong with new rules change. Maybe DA will be a little more competitive now.

I love the bikes, they do very well every game I field them in. The contemptors are a great backup and they let me have great anti-air units. what new rules change?

Since 7th ed bikes get the jink save without moving. No more ap 2 ravaging your 20 point models because you didn't get to go first. Plus the high toughness and 3+ makes them strong against bolt gun fire.

Ok i was aware of that I thought you were referring to a something new in the rules(or an FAQ). With the banner the bolters on thee bikes are great as they still get a decent number of hits while jinking.

I always tried to work up a list with a LR plus that banner. I liked sticking the hq inside with powerfield gen too. Never had much luck cracking a good list though.

The power field generator is nice but since It doesn't help the land raider survive its not that great, thought I do love standing an HQ with it next my warhound Titan to give it a 4+ save.

To keep the army more mobile, maybe replace the dev squad with a couple of attack bikes with MM in the ravenwing squadrons. Or perhaps a librarian on a bike.
