Spiritseers are different in the supplement, making Wraith-heavy viable.
In Codex:Eldar, it is possible, but won't be as good.

[I've not read the supplement, so I'm going off N&R posts]

The supplement:

Spirit seer makes Wraith guard and blades troops.

It also allows you to make a Wrath lord/knight your warlord.

I don't have it to hand to tell you more.

EDIT:
If you Google 'Iyanden Supplement' the images it brings up tell you most of the rules. (I am not suggesting or condoning you pirate the rules)

Also it is the worst supplement (value for money wise) GW has produced. A data-sheet would have been better.

EDIT 3:

EDIT 4:
This is all assuming you want to use the Iyanden Supplement and not just run an eldar codex wraith army. (Why you would do that though is beyond me).

Conclusion:
For a wraith based/heavy army use Iyanden supplement.
Take 1-5 Spiritseers as your HQ choice. They're independent characters (i believe that means you can have a unit of them joined together, but i could be wrong)
Use the Primaris power 'Voice of Twilight' all the time to give your wraiths Battle Focus and Furious charge.
Make a Wraightknight you Warlord.
Take the The Wraithforge Stone artefact to heal your warlord Wraithknight.

Spiritseers are great. They are a cheap HQ, and a psyker that has some good abilities. I will often take one even if I don't take wraithguard. I do often run at least one unit of wraithguard with scythes in a serpent. Making them scoring is great as they often ride up to an enemy objective and melt anything in it. Objective secured and being pretty tough often allows them to steal objectives from my enemy.

Full wraith armies are fun, and quite good in a non-competitive game. If you are going to try and win tournies there are much better options.

The supplement is only worth using if you are going to field a lot of wraith units on foot to make use of their special primaris power. Generally better in games of close to 2k.

Wraithguard heavy armies tend to be exceptionally weak, high points cost and few model count. Thier toughness 6 and 3+ armor, doesn't seem to keep them alive as much as you would hope. You, are almost are required to field them just like a standard army, in wave serpents. Making the model and unit count even lower. Thier weapons tend to be very short range and 1 shot, although the warp flamers are great, again short range. They lack fleet and battlefocus. As assault troops they suffer from a lack of assault transports. The Iyanden Supplement does give you uniqie wargear, unit selections, and a warlock power that make them a bit more playable (granting fleet and battlefocus...I think), however they still suffer from high cost and low model count. The current psychic phase makes buffing multiple units difficult at best.

With all that said a spiritseer with one unit of them in a wave serpent, seems to do alot better. They do tend to be a fear/panic button against all but the most seasoned players. So, If your opponents want to sink alot a fire power into one unit of them then better for you. This will allow the rest of your army to act unopposed.

I love my wraithguard and spiritseers. You can build an army around them certainly. You don't have to go full wraithguard, but making them a strong presence is quite nice.

If you're doing a wraith heavy army, a good investment is the wraithseer. Buffing your wraiths, while simultaneously filling the role of wraithlord. And I mean come on, look at that model.

I have just started using a full wraith army at 1800pts
3 spiritseers
2 squads of scythe guard in serpents
squad of blades in serpent
2 wraithlords
wraithknight

I have found that as others have said, i am outnumbered by nearly everything except my friends grey knights, however the scythe guard can delete a unit pretty much every turn except the first, the knight and lords are largely ignored which i found surprising. The serpents do the standard serpent thing of taking on fliers and just providing masses of fire at long range, which i think can be a weak point in wraith armies.
Psychic powers tend to make or break this list though, if i get lucky and get 1 or 2 seers with invisibility, it becomes almost unstoppable, if i get some of the less useful powers though, then it becomes quite a bit more difficult.
I think the blades suffer from the lack of an assault transport as i struggle to get the whole squad into combat.
Hope this helps, i will be playing against dark eldar tomorrow night, so will let you know how that goes, as i have only played against marines and sisters so far.
