Hey,
How much can I move with a night scythe to disembarc units that can shoot normally?
1.If a Flyer Zooms, it has a Combat Speed of
18" and a Cruising Speed of up to 36".
2. If a unit disembarks from a Night Scythe after it has moved 24" or more, models in the unit
can only fire Snap Shots until the start of their next turn.
Can I move 23 inches and disembarc non-snapshooting units?

Yes. the distance for the vehicle being considered cruising or combat is not relevant for the distance that affects the embarked unit.
