I've read about declaring charges even if you cannot make it, just to get the extra movement. But is that possible during tramples?
If you haven't made any trample attacks is there A downside?
Does it immediately end your activation?

There is no such thing as a failed trample.
You just choose the direction and go at it, it doesn't matter if you hit anybody along the way or not.
And no, you don't end your activation after a trample, you can buy extra attacks after you've finished a trample move.

Yep, there's no downside to trampling over failing a charge, though only some models have access to tramples (Heavy beasts/jacks and a bare handful of others).
Trampling also doesn't require line of sight like a charge does, so you can use Trample to get extra movement through effects that block LOS (cloud effects, for example), with the downside that you give up your initial attacks to do so.

Remember, though, that a Trample, like all power attacks, is a melee attack, so you won't be able to trample and then buy ranged attacks unless you have a rule that allows it, like Virtuoso or Weapon Platform.

Thanks for the replies and info. My regular opponent has taken up Retribution, and Rahn's no charge upkeep (positive charge?) Is causing me problems.

Yeah Polarity Shield is the spell you are thinking of, its a big problem if you normally rely on charging weaponmaster infantry to kill heavies. Its always important to remember that Charging, Trampling and even Slamming are all different - quite often things which prevent Charging prevent you from Slamming, but not always. You may run into this with someone like Kaelyssa as well, her tier list prevents running on the first turn - but you can still trample forwards if you need the distance on your jacks/beasts.
