Thoughts? I'm basically trying to keep it as appropriate to Samhain as I can while still trying to have something that is at least somewhat viable. A second version of the list drops the wave serpents and dire avengers for two more windrunner jet bike squads, drops the warlocks, maxes out the Shining Spears, splits the whole thing into two separate Eldar detachments, and grabs a pair of Crimson Hunters with the spare change.

I would dump the Shining Spears and buff a uniut of Skyweavers they want more numbers and the want glaives. Put your Characters here for a bit of a CC deathstar. This also gives you plenty of low AP fire so you can drop the Prismatic cannonson the Voidweavers so you can use them as dedicated AT with plenty of Haywire. Then drop both Warlocks and the cannons from the jet bikes this gives enough points for 2 more units of Jet bikes. Now you have 4 superspeed ObSec units to dominate VPs whilst your Serpents, Hornets and Weavers kill stuff.

Hmm. What do you think is a good number for the Skyweavers? I really like them, but I am nervous about putting too many points into such a fragile unit.
The haywire cannons do look interesting. I suppose I'm just nervous about not being able to use them when I jink vs still being able to snap-fire with a prismatic cannon's lance mode.

Where are all of the HQ units going exactly? Warlocks with the windriders ?
The shining spears are far too small. I would drop the Warlocks and beef the spears up.

The plan was to put the warlocks with the windriders, farseer with a windrider squad, and the autarch with the shining spears.

A good friend and the best 40k player I know personally runs a "mini-deathstar" with a farseer, warlocks, autarch AND shining spears all in one nasty unit. Something to think about. He is actually thinking of switching out the shining spears for the Harlequin bikes. It hits hard in melee, and can hit and run out of trouble, its fast, and has all the psychic shenanigans.

I would double check the Warlock portion for your friend's mini deathstar. I am fairly certain Warlocks are not allowed to be attached to Shining Spears.

Hmm, I will have to check on the warlocks, he might not actually have them in that unit, I may be remembering differently. At any rate, the autarch and farseer with shinning spears are a much nastier unit than I every thought before he ran it against me.

It can be but they are often at the mercy of lucky dice rolls for psychic powers such as Fortune and Invisibility. Without those, the unit is very susceptible to small arms fire.

Shining spears are a good unit. I have 10 and they are always useful. I never really understood the slating they get the truth ia there is huge competition in fast attack and i suspect THAT is why they get low rep. There is nothing wrong with them and in saimhann they can be awesome. My advice? Take more for wounds

I like your original list, only suggestion I can make is dropping the SC on the bike units & spears and taking more clown bikes, because I love harlequins.

Avoid Vehicle Squadrons where possible.
You can practically lose 3 Vypers of 3 Hornet to a single lucky Wave Serpent or other saturation weapon (Flyrant comes to mind), this is a major risk.

After having played with the list and a few variations thereof (including one that maxes out the Shining Spears), I think dropping the Shining Spears is the correct call; it's not that they're a bad unit per se, it's just that they specialize in a thing that the army doesn't actually need a specialist for. But hey, at least they aren't Howling Banshees; Banshees are both bad at what they do AND unnecessary. -.-

I am planning on building the army the other way around.
Harlequions as primary detachment and eldar as allies.
Now i have the Harlequin Codex i wil build windriders as TROOPS only (no dire avengers) and will not build shining spears because they, indeed, do not add anything the Harlequins cannot do better.
A pity i already have them, but they will probably become windriders now...
