In the Battle of Rynn's world the Crimson Fists used 'the chosen' to man/guard their fortress and the base they had in the capital. If memory serves they numbered over 2k. The earlier post is bang on about the Space Wolves using serfs in their fleets and for defense of the Fang. Not sure if the inquisition would be overly happy with Chapters increasing their combat power too much other than for defense.

My own Chapter is based on a newish founded Chapter that's well under strength and will always struggle to field a large force. I'd never considered serfs as an allied contingent but will now, I think it's a great idea. Only down side is this is yet another Army to plan and paint. Question is where do you stop, just a few squads/platoons, heavy weapons, how about armour to keep pace with the marines. Next thing it's a full Army in it's own right?

Regardless it's the end of days and Chapters have to do what it takes to kill the Emperors enemies. The codex astartes was only ever meant as a guide anyway??????
