Just wondering for accuracy's sake since I play them, do the flesh tearers have any commanders still or is it pretty much Seth and then everybody else in the chapter. Cause I haven't seen much on them besides their mega berserker black rage tendencies and that their numbers are slowly dwindling.

I don't know if it's been retconned, but their Index Astartes article fluff was that the lack of manpower had the following effects:
1. No veteran company, instead each company would retain their own squad or two of veterans.
2. Only four companies, all battle companies - including the first company.
3. Lack of reserves meant all marines were expected to fulfill other roles as needed.
But otherwise they did their damnedest to stick to the Codex Astartes.

So you'd still have 4 Captains unless Seth had taken over a company.

The IA had them eschewing heavy armoured vehicles but it was attributed to them preferring speed (Rhino Rush) not because of lack of Techmarines to maintain them. Chaplains, Librarians and Sanguinary Priests were referred to in plural and the chapters High Chaplain is named Carnarvon.
