Just obtained 40 GG from my friend and I'm unsure best way to arrange them. I'm set on the arrows I wish to give them yet I am unsure how many in each unit, 1 unit of 20 and 2 of 10. Or 2 of 20. Or even 4 of 10. Thoughts?

Through extensive Mathhammering, people have found that two of the magic arrows pull ahead in terms of efficiency. Trueflight and Hagbane are both very good options, and there is very little reason to take Glade Guard without one of these upgrades. I personally prefer Trueflight, but it depends on your Meta.
If i am running Host of the Eternity King i run them in 5x3 ranks with 15 models, because due to Eternity King all 3 rows and fire. If not, then i like units of 10 with Trueflight, making them fully mobile and not to much of a loss if you lose them. Alternatively a large unit can be used in conjunction with the Moonstone or Hand of Glory.
It's really a ''see what feels best' problem.

And idea who your regular opponents are? Some arrows are better than others against specific armies.

It mostly depends from the armies you play against and from your list. When unsure, 10-15 is the best size.
Furthermore, everytime you consider adding a unit of glade guard, give a long and hard look at deepwood scouts and waywatchers.

People seem to be missing this and just telling you which arrows are better.
As for unit formations I like to go MSU when I play host of the Eternity king. usually as many 15's as I can. This gives me flexibility in which targets I pick, how I'm facing & cuts down on any potentially wasted shots from overkill.
With small units you need to worry about being panicked from enemy shooting however elves tend to have good Ld, add in the general & BSB and you should be fine. Units of 10 would work good as they don't hurt as much to lose, good elf Ld minimizes dmg from panicking and it gives you the most flexibility in movement, which is one of the WE greatest strengths. It also means you can field more banners if you tend to play fortitude based games.
Out of curiosity what arrows did you decide on?

Depends on the arrows and whether it is a Host of the Eternity King/Phoenix King or a standard Wood Elf list.

It really does depend on the arrows. The flaming arrows/arcane bodkins don't work in a unit less than 15.
The Swiftshivers work wonders in the sweet spot of 18,
Trueflights just go in units of 10.
Hagbanes can go anywhere between 10 and 20.
