What if you replaced the jump infantry subset with a new rule called flying infantry.
Flying Infantry: These models have two modes of travel similar to the flyer subtype unit. These modes are hover mode and zooming mode, and the mode of travel they are using must be determined before they are moved that turn.
When in hover mode, flying infantry ignore terrain and models under them as they make a move up to 12". After this move they flying infantry models MAY EITHER shoot or assault and MAY NEVER do both in the same player turn.
When in zooming mode, flying infantry may only make up to one 90 degree pivot before they move and must move between 18-36". When in zooming mode flying infantry units may neither shoot, run, or assault and they gain the Hard To Hit USR.

Trying not to sound patronising but jump infantry don't fly, they jump.
Jet Pack infantry on the other hand, are a different story, but I think people might have a few objections to hard to hit crisis suits.
I think Jump Infantry is fine how it is. Why do you think it needs buffed?

I just think there are multiple units in the game: Gargoyles, assault Marines, some tau units and others that could use both a better representation from their rules as well as a buff to their movement over bikes, jetbikes and the like that do their job " just better".
Maybe instead of removing the jump infantry type just add in the flying infantry as an addition?
I don't feel like the rules I made for them make them overpowered, but Id be glad for someone to prove me wrong.

Honestly, if anything I feel that your flying infantry are worse than the current jump infantry.
They can either move the current 12 inches and then pick between shooting and charging, unlike current jump infantry which can move twelve, shoot, then assault.
Or they can move in a straight line, unlike bikes/jetbikes which can turn as they turbo boost, and not do anything when they get there, for the added benefit of hard to hit.
It would make several of the current jump infantry units more durable, but much less effective in actually killing the enemy.
I think it would be interesting if they were treated in a similar manner to FMCs, where you have the "move like a jump model" mode and the actual flying mode. I think this would also make it possible so that you could make it so that the "flying mode" models would be able to charge each other, but not those on the ground in the same turn. It would open up anti-air melee, which I think could be quite fun.

Things like assault marines should stay as jump infantry because they have jump packs, but I agree that there could be a market for things like gargoyles and gun drones being flying infantry.
Maybe you could say flying infantry have the rules that Eldar Jetbikes have. Gun Drones, Gargoyles, samael etc would be awesome with that.
and people wouldn't complain about the hard to hit nonsense which is OP on flying monstrous creatures IMO cause they can still shoot 360 degrees.

The only perk I could see for making Flying Infantry would be making them immune to Blast Weapons/Granting them Jink, which honestly wouldn't do too much.
To be fair, I'd love it if my Stormboyz were immune to blasts/templates, could jink, and only be snap shot at like other Flying things. But that would be a little too much.
