So in a way im perplexed, i recently got the codex and i'm looking at the command barge and i guess i'm confused on the fact that is the lord trapped on this thing or can it get off and walk around? i noticed the lord has his own stat line for the thing which i assume applys to shots that hit open topped vehicle?

You should read the chariot section in the BRB as this is all covered in that section.

Chariots have gone through a rules rework. They no longer have a transport capacity and instead have a second profile and cannot disembark. In shooting, regardless of the type of weapon currently, you may apply hits to either the Barge profile or Overlord profile. If either one dies, they both die.

There are a lot more things that chariots now do and I recommend rereading the Chariot rules as I can't cover them all here.

In melee though the attacker gets to choose who they're punching and if you've got a way to crack AV13 (like melta bombs or Haywire Grenades) then hitting the Chariot is better than hitting the Overlord.
