Harlequins are keepers of the Black Library and servants of the Eldar Laughing God.

The laughing god is pretty much the Eldar version of Loki.
He's a trickster god who got the Outsider to eat the C'Tan during the War in Heaven

Harlequins and Cegorach aren't new, they had been in the fluff since at least the 2nd edition. All GW had done is re-harsh a bunch of old fluff from the Eldar and DE codices about Harelquins, and perhaps added some thing about the Laughing God himself because why else would any one buy a mini-dex whose army probably wouldn't work on its own if not for the fluff or the ability to take new Harequin units unavailable in the Eldar and DE dexes, which from what I can tell, are just the Harlequin Jetbikes and that dude who plays Slaanesh. Also personally I prefer the new plastic Harlequin miniatures over the old metal ones. I think it's a good thing that GW updated their Harlequin line, the old ones looks far sillier. As for what they are, they are the Guardians of the Black Library. I'm surprised you've never heard of them considering how large a role it played in Ahriman and several of Imperial Inquisitors' stories.

The Eldar Harlequins, the Black Library, the Laughing God and all the lore and fluff associated with them have been part and parcel of the Eldar story for almost 2 decades now.
So, no, not new. A bit more fleshed out now, but definitely not new.

Saying Harlequins aren't new is an understatement.
The 1st edition rulebook only included rules for Eldar Mercenary and Pirate squads. Harlequins got a an army list (and a beautiful boxed set) in WD105 (1988), whilst Aspect Warriors and Guardians weren't introduced until almost 2 years later! (WD127).

I might be wrong cause I don't know much about them but I believe they are Eldar who's souls are protected from being devoured by Slaanesh by Cegorach, the laughing god.
They visit various worlds and perform plays or 'masques' educating civilisations about the fall of the Eldar as well as various other major events in Eldar history.
They know they're way around the Eldar webway better than anyone and are notorious for appearing out of no where.
Like other people said, they protect the Black Library primarily but individual groups, also called 'masques' i think, have their own goals such as stopping necrons or achieving Eldar superiority.
That's my understanding of them at least.

And they're freaking dangerous, even to other Eldar at times. Give them the wrong speech or gift when asking for their help and you're in deep trouble.

Not at all. They're as old as 40k itself practically. And the Eldar Codex always had them as a unit, they were an Elite choice that was rarely taken.

Basically they're kinda like the Eldar version of the Inquisition. By which I mean they are Devine servants who's main function is to find and destroy chaos. But they get roped into fighting anyone they see as a threat.
