I am planning on going to a small doubles tournament with a Tau partner. Going to run the Librariran with the Ravenwing bikers and go for telepathy powers.

Librarian: ML 2, Bike, Power Field generator
Ravenwing Attack Squadron: 5x Ravenwing Bikers: 2x Melta Guns, 1x Ravenwing Sgt: Melta Bombs, Land Speeder Typhoon: Heavy Bolter, Typhoon Missile Launcher.

Tactical Marines: 9x Marines and 1 Sergeant: 1 Flamer, 1 Missile Launcher, Drop Pod.

Tactical Marines: 9x Marines and 1 Sergeant: 1 Flamer, 1 Missile Launcher, Drop Pod.

1x Fire Raptor Gunship, 2x Quad Heavy Bolters

You should always have odd numbers of drop pods to maximise alpha strike.

Is the Fire Raptor its own formation? It's not in Codex: Dark Angels. Or is this some special less-than-bound format?

And I think you have the right idea of providing Stubborn Objective Secured units and leave the pew pew to the Tau. Consider 5-man tactical squads for three pods, or one pod and Rhinos.

it's counted as a relic of the armory of which every loyalist marine detachment is alotted one slot for in addition to a force org slot.

A contempor mortis dread is also a relic as is the land raider helios

Here's a list I used in the last doubles tourny I went to.

Keep the Libby by the Knight. Cast Prescience on it. Let the long range take care of any threat to the Knight.

We had to cut the last game short after turn three. Came in second by one point. We still beat them on battle points.

I may take parts of that and adapt it to the list. I can't use the knight because superheavies are not allowed.
