Not a bus but you probably want a width of four centimeters and a length no longer then fourteen centimeters, since a bus is about the same width and twice the length of a small truck.
As for height about 32 to 35 milometers should be good, plus the height of the wheels, for you I suggest building a 'good as new' version with no damage then modify the design to incorporate the damage.
As for materials I just realized that cardstock will warp when painted exactly like burned vehicle paneling so that should be nice and cheap for you to experiment with, just make sure all your lines are strait and draw a design out first. (Not to be condescending but in ten years of model building this is where every single one of my failed scratchbuilding projects went wrong, it also is the most delicate part of the whole process.)

I'd suggest you Try to get a 1/48 or 1/50 scale model or die cast one.
Or if your feeling handy you could always plasticard one(or even thick card). A bus is normaly a pretty simple shape compared to most other vehicles.

If it's only to represent some burnt out terrain, then you probably don't want to spend a lot of cash on a nice 1:48 scale bus model (which would be the most accurate option).
Maybe check out your local toy shops and junk shops - you may get lucky and find something the right size, and you can probably hide any toy-style details with rubble and 'burnt' detail.
If you're a good converter, then get a cheap 1:48 truck model and extend the wheelbase (most real buses are based on a truck chassis) and add a bus-style body on top. But be warned: most real-world bus bodies have curved corners, which can be a pain to model. Unless you wanted to represent a post-apocalyptic bus with a custom-built body?

Most modern buses in 1/72 are about 15cm in length. One of those might work, if you pick one that has large windows.
Other option would be to get a 1/35 quad gun tractor and lengthen the body:

Looks like a Morris C8 tractor.

Tamiya do one in 1/35 and I'm sure a few other companies also.
