I have tau all painted up, and am looking for a second army to start working on. Here's the odd thing, I haven't been able to play more than a couple games in the last two editions, it's mostly a painting hobby for me currently.

But if I do ever get to play I was wondering which of these two armies are better at CC?

Blood Angels are universally better, but the Space Wolves have a REALLY good unit in the Thunderwolf Calvary. Blood Angels have a host of options for Assault, complete with flying 2+ Armor Saves that have AP3 standard, and if you wanted an army built around Assault and movement, Blood Angels have that down pat. But Space Wolves can be more balanced because the TWC can do its own thing and excels at it while the rest of the list can handle being TAC.

I'd also say the Wolves would be more fun to paint with all their talismans, cyborg animals, various Santa characters and frost weapons.

Thank you, that's exactly what I was looking for. You do make a really good point with painting the extra bits for space wolves since that's mainly what I'm doing currently in the hobby.

Most all Space Wolves will use the same paint scheme and pallet. Blood Angels have units like the Death Company and Sanguinary Guard that are a different color than the main marines. So if you're looking for diversity in colors and techniques then I'd say Blood Angels.

Regarding everything about TWC and play style SharkoutofWata hit the nail on the head.
