Just an idea I got. I just thought it would be fun to play SM, without having yakface nagging on me playing MEQ. Would it work if I just played with Scouts, Land Speeders, and Bikers? I have no idea what to do with that HQ slot, though...

LVO second place was a scout army. I'd check that list for inspiration if you place a game type that focuses on objectives.

I've run them in LSS with dual MoTF on bikes with conversion beamers and stormtalons and stormravens for support. It was good fun before I got shipped off.

How nice, exactly what I'm doing!
Ally force to my IG, but it fills the outflanking niche my army is..so-so about.
5 man scouts with bolters, melta bomb in a LSS
5man scouts with sniper rifles, cloaks and Sgt. Telion
5 scout bike squad, Sgt is a Vet with power fist and 2 Grenade launcher.
HQ
Thematically, a Captain would be better; I personally use that with storm bolter, Relic blade, Artificier armour.
He sits with my IG Command Squad or a blob, to take adventage of ATSKNF or/and to provide some melee punch to the CCS (which always ends up getting rushed anyways if they don't get shot up first.)
Mathematically, a Librairian would help act as a force mutiplier, as with combat stats (read: WS/BS) at 3 pretty much all across the board, re-rolls would be damn helpful.
As a Guard player, I vouch for that.

Like everyone else said, its just 10th company. There'd be a captain with them, he'd probably have a command squad as well.
Also to repeat someone else, a scout heavy list came 2nd in the big tournament in las vegas recently.
