Do you guys have any advice for scratch-building a Screaming bell?
Dimensions? Base Size?

How should I go about making it? what should it be made out of?

I'm fairly certain that it fits on a standard chariot base (50 x 100mm). You could make the frame/hull of it out of plasticard, which you could paint up as scrap metal or rough it up to a wood texture and paint it as such. If you feel like working with real wood, popsicle sticks will be your friends. The wheels might have to be taken from some chariot bitz, and the bell could come from a Christmas ornament or something.

I'd make it out of the balsa wood that model railroad shops sell. The bell from a Christmas ornament sounds like a good idea unless you want a functional bell on it.
