P. 167 of the space marines codex says that any model in a scout squad may replace his boltgun with a shotgun or close combat weapon.

Can scouts be modeled with chainswords?

In the old books they got 'combat blades' for ccw and the sergeant got the chainsword but that also just counted as a ccw.

Strictly speaking a Chainsword does have its own entry in the rulebook's Melee Weapons section, but yes, it is simply a melee weapon with a Strength value of the user and no AP

Yeah, every group I know of considers a chainsword to be WYSIWYG for a CCW on a Space Marine. It has the same profile as a CCW, and could just as easily be referred to as a "space marine close combat weapon".

Until they change the stats on the chainsword it is lumped-in as a close combat weapon.
I know in Necromunda they made a point of it having different stats, but that was then...

Well, yeah, Necromunda was based on 2nd edition 40K, where chainswords did have different stats.
