The new Necrons are brought out to play test in an 1850. The Tau player is also experimenting with some old and new units, some of which should counter the Necrons well.

Why not? They are all unique Artefacts of the Aeons. The Destroyer Lord has access to the table.

I have never heard of such restriction. Is this the 7th books that are showing the special item restrictions?

Edit: Yup, seeing a trend with the 7th books in comparison to the 6th books. Interesting.
