Hello I'm very new to bolt action and recently bought the soviet army starter I opened it and there is no base for my PTRD or 81mm mortar what do I do? Where they supposed to be in the box or no?

No, as you're supposed to remove troopers as the weapon team takes wounds, they're not coming with bases.
Of course we take makeshift base ourselves, and use tokens for wounds, it makes for a more living model than jsut some models randomly lying on the game table.

Bolt action models use Renedra bases. Look for larger ones on eBay. They are cheap.

SMC -

Bolt Action is basing agnostic - you can use circles or squares or whatever. For weapons teams they kind of leave it up to you. (Which I personally think is dumb, but from what I understand Warlord is going to start putting plastic bases with EVERYTHING for Bolt Action, which is why they just released their own Warlord Games branded plastic bases in the last week or two)

I use Renedra bases, personally:

25mm round - infantry
40mm round - weapons teams (MG, mortar, etc)
60mm round - heavy weapons (heavy mortars, light artillery, light antitank guns)
Large oval - Heavy antitank guns, Heavy antiaircraft, etc
