Can a unit in a ruined multi floor building be vector striked if its on the bottom floor? Basically is there any los issues that could keep you from being vector striked?

Yes, assuming the unit is not locked in combat.

No, Vector strike is not a shooting attack, its a special circumstance with unique rules on how it is resolved. Line of Sight is not a factor.
