Scenario:

TFC fires at a squad.

after multiple barrages have been laid out and hits have been assessed. It is determined that 11 hits were allocated to the unit.

The unit consists of 8 Marines.

Blast Weapon wound allocation is from center on out.

The Squad of Marines is unfortunate and manages to not make nine saves.

9 Barrage wounds are allocated for the squad of 8 Marines.

Does the one marine who was not in the blast template survive and the wound pool is exhausted or is he removed as a casualty?

Being under a blast template has no bearing on allocating wounds what so ever.

As far as I'm aware it would kill all 8 of them. Just because a unit isn't under a blast template doesn't mean that it can't be wounded. Take into consideration when you're NOT using a barrage weapon... you could hit 4 models in the back of the squad, but it'll kill the 4 models closest to you.

Also, unless I'm counting wrong, isn't that 10 wounds? 3 models under one, 3 under three, and 4 under four.

All eight Space Marines are dead. Wounds are not allocated only to models under a blast marker; the marker is used only to generate the number of hits, and wound allocation follows based on either the closest model to the firing unit or the closest model to the center of the initial barrage blast marker's placement.

I just wasnt sure because its barrage, the wounds come from the center on out.

unlike a plasma cannon.

PC is a direct fire weapon, if a squad of obliterators fires 3 cannons and they hit the same targets in that pattern, the models are removed from the front onto the back.

I wasnt sure due to the LoS barrage rule if the remaining wound is outside the template, if its safe or not.

Yup, the only change to wound allocation for Barrage is where it is determined from.

It's actually 11 hits. One model is just under all three markers.

However, the number of hits doesn't necessarily equal the number of wounds.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
